Any official document has to be attested from respective Indian authorities to get recognized in another country. Attestation is done by putting a stamp on the documents for the countries which are not part of Hague convention. Apostille is done by putting a sticker and stamp for the countries who are party to Hague convention.

MINISTRY OF HOME AFFAIRS (HRD, GAD) ATTESTATION

Educational certificates like school certificates and graduation degrees, etc. are attested from respective states Human Resource Department in Home Ministry. Non Educational Certificates like birth or marriage certificate, etc. are attested from General Administrative Department.

CHAMBER OF COMMERCE ATTESTATION

Commercial documents like Invoice or Annual reports, etc. are attested from respective Chamber of Commerce.

MINISTRY OF EXTERNAL AFFAIRS (MEA)

After the attestation from MHA or Chamber of Commerce the documents have to be attested from MEA for authentication. For countries which require Apostille attestation, this is the final stage of attestation. All such countries are part of the Hague Convention (List of these countries is provided below).

EMBASSY LEGALIZATION:

Countries which are not part of Hague convention (e.g. most of Gulf countries) recognize a document as authentic only after their embassies authenticate it. For these countries, after the MEA attestations embassy legalization is also required. Few of the countries where Legalization is required are: UAE, Mexico, Kuwait, Finland, Kuwait, Saudi Arabia, Belgium, Qatar, Italy, Oman, Spain, Bahrain, and Sweden.
